Regional Film Funding

All of Austria’s nine regional states offer film funding. The States of Vienna, Styria, Tirol, and Salzburg offer funding through independent funding institutions.

Some regional states accept applications for funding directly from international production companies. Pre-requisites are compliance with funding guidelines and the hiring of local film crews.

 

Vienna Film Fund

The primary goal of the Vienna Film Fund is to position Vienna, amidst a culturally diverse Europe, as a film and media center and strengthen the city’s role as an international film industry hub. Financing is provided by the City of Vienna.

The City of Vienna’s cultural and economic interests are the main deciding factors for supporting a project with the Vienna Film Fund. Productions set to film in Vienna will receive priority treatment. The City of Vienna is interested in the “Film Industry Effect” of the submitted project, therefore 100% of the awarded funds need to benefit the film industry in Vienna and/or the surrounding Vienna region.

The Vienna Film Fund grants financial support to competitive feature films during project development, production, and distribution. Eligible projects include films with theatrical release, TV productions, or other audio-visual productions.

Funding may be awarded in form of a non-repayable grant and/or a performance-related, repayable subsidy.

Funding decisions are made by an independent, international four-member jury in agreement with the Vienna Film Fund’s managing director.

Cine Styria

Cine Styria’s areas of support include, among others, film production, and film festival participation. Feature films and TV productions are eligible for funding support if they have international distribution and touristic value.

Cine Tirol

Cine Tirol is a joint initiative by the State Government of the Tirol and the Tirol Tourist Board with the goal to position the Tirol as the leading international film location in the Alps.

Cine Tirol offers selected applicants a production incentive in form of a non-repayable grant of up to 50% of all production expenses incurred in the Tirol. Grant awards are subject to available funds.

Film Funds of Lower Austria

The State of Lower Austria provides financial support to film productions which reference Lower Austria in content or person, and/or, which are filmed in Lower Austria. All genres are eligible for support. Aside from the artistic aspect, economic and tourism-related factors play a role in support decisions. The most important funding criteria are references to Lower Austria and/or filming on location in Lower Austria.

Movies with a theatrical release, TV productions, low-budget feature films, documentaries, experimental films, and short films are all eligible for support.

Productions which are primarily supported for economic reasons, need to demonstrate a regional economic effect that is at least twice as high as the funding amount. Funding is designed as a completion fund. Currently, the funding amount for big-budget production lies around 7.5% of total net production costs. Productions which are primarily supported for their content or artistry, may be allotted higher percentages. Funding may be distributed as a non-repayable grant or a conditional, repayable loan, or, as a combination thereof.

Applications can be submitted at any time. Funding decisions are made after a review by a board of expert consultants.

Filmlocation Salzburg

Filmlocation Salzburg was established as part of SalzburgAgentur to strengthen the film industry in Salzburg. This service and consulting center serves as a "first-stop shop" offering bundled assistance and services from a single location, especially for commercial film and television productions with international distribution.

Regional Governments

In addition to the above mentioned independent regional funding sources, the remaining regions offer funding directly from the Cultural and Economics Departments of their State Governments. Subsidies are in accord with the respective cultural promotional laws and amount to €1.5 million. .

Funding applications are generally informal. Applications are required to include a curriculum vitae including filmography (reference films) of the applicant, a detailed project description (screenplay or treatment), a budget and financing plan, a cast and crew list, and a production schedule.

With a few exceptions, applications can be submitted at any time and are evaluated by a selection committee. Funding criteria always include a thematic and content-related connection to the respective region or State. Since some subsidies derive directly from cultural budgets, the creative value of the project may be significant. Processing times vary from State to State. It is advised to submit applications as early as possible.
